Captain Jessica Goings was born in Carlsbad, New Mexico and raised in Albuquerque, NM.  In 1985, her family relocated to Illinois and she attended J.B. Conant High School which she graduated.  She later relocated to Georgia in 1991.  Capt. Goings began her law enforcement career in 1996 and graduated from the Northeast Georgia Police Academy in 1997.  During her tenure, she has taken on an array of roles.  Shortly after her promotion to Corporal she was trained as a Jail training Officer (JTO) and she trained new deputies beginning his or her career in the Jail.  When she was a Sergeant, she aided as one of the Lieutenant’s Assistant Watch commanders on shift.  She later was laterally transferred and her newly assigned duties entailed the direct supervision and overseeing of the Inmate Needs department and Classification Unit.  In 2012, she was promoted to the rank of Lieutenant and assigned to a shift as the Watch Commander.  In 2016, she was promoted to the rank of Captain as the Operations Commander in the jail section. In 2019 she was reassigned as the Administrative Section Commander where she is now responsible for recruitment, investigations, and training sections. She is the GCIC Terminal Agency Coordinator ensuring all employees are in compliance with GCIC policies and procedures.

In 2009 she obtained her Associates Degree in Criminal Justice, 2012 she obtained her Bachelors of Science in Psychology, and in 2015, she obtained her Master of Science in Psychology (with a focus on behavior) while attending The University of Phoenix. She also received her Master of Philosophy in Psychology from Walden University in 2019. Currently, she is aggressively pursuing her Ph.D. in Forensic Psychology at Walden University.
