Stormwater Utility Fee Review Update

Athens-Clarke County Stormwater is working with Stantec Consulting to conduct a comprehensive review of the Stormwater Utility Fee. This fee helps protect creeks and rivers throughout the county, including our drinking water sources. Recently it has also been used to repair and replace pipes that carry waterways under public roads.

The first phase of the review looked at level and extent of stormwater services. Since so many waterway pipes under roads in all parts of Athens-Clarke County have been rusting to the point of collapsing, special attention was paid to that need. The second phase examined the rate structure and credit system.

Stantec has prepared a document summarizing the results of Phase II of the study. Recommendations in the memo include updating the Equivalent Runoff Unit (the basis for stormwater billing categories), enhancing communication with customers through improvements to the bills, and significantly expanding the credit program. You can find the full document here. Mayor & Commission voted to unanimously approve this memo at the July 2nd meeting. Next steps include updating impervious area data for the entire county, restructuring stormwater bills, and developing a new credit manual. Any photographers out there? We are in the process of putting together our 2020 Stormwater Calendar with water and nature scenes from all around Athens. This calendar will be used for outreach purposes. If you'd like to submit a photo to be considered for the calendar, please email it to with the name of the person who took it along with a brief description of where, when, and why it was taken. It might get published in our calendar!

NEW! Pay Your Stormwater Bill Online

We are excited to announce that we are now accepting online payments for the Stormwater Utility Fee! Please visit and click on the “NEW! Pay Your Stormwater Utility Bill Online” button near the top of the homepage. You will immediately be redirected to an ACCGOV Click2Gov online payment platform.

You will need your Stormwater Utility account number to create a user account or make a one-time payment. Once logged into your account, you can update mailing addresses, view past bills, and set-up recurring payments or bank drafts.

Summer Rain Barrel Workshops

ACC Stormwater is hosting a series of FREE rain barrel workshops on Wednesday, July 31 at 3:30 and 5:30 PM at the ACC Planning Auditorium (120 W. Dougherty Street). Workshop participants will learn about stormwater runoff and rain barrel uses, maintenance, and installation. The presentation will be followed by a hands-on barrel build, and all supplies will be provided (only ONE barrel per registered participant). The workshops are both currently full, but you can add your name to the waitlist here.
