67: Gaines Youth Development Complex

The Clarke County School District is excited to submit this application for potential Athens-Clarke County Government (hereinafter "ACCGOV") 2020 SPLOST funds for the purpose of constructing two of three buildings on the new Gaines Youth Development Complex. The Clarke County School District also plans to construct a new early childhood center on the campus of the Gaines Youth Development Complex.  The district will assume the cost of the construction of the Office of Early Learning building on the Gaines Youth Development Complex. The district intends to name the early childhood center the Maxine P. Easom Office of Early Learning.

The Clarke County School District is seeking the assistance of the ACCGOV to construct two buildings. The first would be a 25,000 square-foot youth center, which would primarily be used by the Boys & Girls Club of Athens. The center would include eight rooms for programming and services. The facility would also include a 10,000 square-foot gym.  All furniture, fixtures and equipment will be purchased by the Boys & Girls Club. The Clarke County School District is also prepared to support the furniture, fixture and equipment needs of this facility.

The second building would be a 25,000 square-foot building that would serve as a Junior Achievement BizTown.  The Clarke County School District has been in talks with Junior Achievement to bring a BizTown to Athens-Clarke County. Through the generosity of a private donor, all furniture, fixtures and equipment will be purchased for the BizTown. By securing a Junior Achievement BizTown in Clarke County, our community will be only the third to have a facility of this kind (Gwinnett County and Atlanta are the other two).

In short, this project is simply seeking the financing of constructing the two buildings. The useful life of these two buildings is projected to be 30 years. The Clarke County School District will assume the maintenance of the buildings. The projected costs include meeting LEED standards and specifications.  

It is important to note that a portion of this submission is to construct a youth center that would offer out-of-school enrichment activities with a focus on academic success and workforce development.  The services will be provided by the Boys & Girls Club of Athens and other community partners.   In a previous ACCGOV SPLOST, the construction of a Boys & Girls Club was approved by the voters of Clarke County.  However, at the time of implementation the Boys & Girls Club decided its needs and services had changed and the project awarded to Athens Land Trust.  That project is currently in development as of December 2018.
