Developing Budgets

The annual operating and capital budget is the financial plan for raising revenues and expending funds for all Athens-Clarke County departments, offices, and constitutional officials. The budget year begins on July 1. In advance of the beginning of the fiscal year, departments and constitutional officials submit operating and capital budget requests for review by the Manager and the Mayor. The Mayor submits a recommended budget to the Commission for review no later than April 30 each year. The Commission reviews the Mayor’s Recommended Budget and can make any adjustments necessary prior to adopting the budget in June. 

The Annual Budget and Budget in Brief can be viewed online or at the Clerk of Commission’s Office, Room 204 of City Hall, or at the Athens Regional Library on Baxter Street.

Each year, the Budget Division also prepares a report comparing property taxes for Athens-Clarke County, contiguous counties, and counties of similar size.

FY21 Budget Approved: The Mayor and Commission approved the FY21 Budget on Thursday, June 25. The budget included much of the Mayor’s Recommended Budget with some additions and changes as described in the budget agenda item.

FY21 Mayor Recommended Budget: The FY21 Mayor Recommended Budget was released on April 30, 2020. The Athens-Clarke County Commission is scheduled to review the FY21 Recommended Budget on the following dates:

  • May 21, 2020 (Thursday) 5:30 p.m. (+ Taxpayer Bill of Rights Public Hearing #1)
  • May 28, 2020 (Thursday) 5:30 pm
  • June 3, 2020 (Wednesday) 5:30 p.m.
  • June 15, 2020 (Monday) - cancelled
  • June 18, 2020 (Thursday) - 5:30 p.m.

Public Comment:  Public Hearing on the FY21 Recommended Budget is scheduled for Tuesday, June 2, 2020 at 6:00 p.m. (+ Taxpayer Bill of Rights Public Hearing #2) & Tuesday, June 16, 2020 at 6:00 p.m. (Taxpayer Bill of Rights Public Hearing #3). The meetings will be held virtually, but comment will be accepted both online and through an in-person virtual setup at City Hall.

Budget Adoption:  The Athens-Clarke County Commission is scheduled to adopt the FY21 Budget at special called meeting on Thursday, June 25, 2020 (rescheduled from Tuesday, June 16, 2020). FY20 Approved Budget:  On Tuesday, June 4, 2019, the Mayor and Commission approved the budget for the fiscal year 2020 (July 1, 2019 - June 30, 2020)
