Project 8: Areawide Stormwater Imp. Program

Project Description
The project will repair and upgrade publicly owned storm water drainage systems throughout Athens-Clarke County. The project is intended to address capacity deficiencies, improvements to culverts, drainage channels, storm water detention systems, and other related facilities. Further, this project is intended to fund construction of water quality improvements in known problem areas. Specific projects will be undertaken based on priorities established by the Mayor and Commission, needs identified in the storm water Master Plan, and requirements to meet the federal Non-Point Discharge Elimination System permit requirements. This program will continue an ongoing SPLOST 2000 project.

The Area wide storm water Improvement Program includes project work and improvements in various locations as follows:


  • Construction and various improvements have been completed along:
    • Baxter Street improvements near ACC Library
    • Beechwood Drive improvements
    • Boulevard area improvements
    • Cleveland Avenue improvements
    • Jefferson Circle improvements
    • Kings Road area improvements
    • Lumpkin Street between Baxter Street and Broad Street with improvements at Hull Street
    • Lumpkin Street area improvements near Milledge Avenue including improvements along Catawba Avenue and Milledge Circle.
    • Lumpkin Street area improvements near Milledge Circle to Carlton Terrace.
    • Parkway Drive and Greenwood Drive area
    • Sharon Circle
    • Smokey Road/Smithonia Road intersection area

  • On December 2, 2010, the Mayor and Commission approved twenty (20) miscellaneous storm water sub-projects remaining as part of the SPLOST 2005 Project #008 – storm water Improvement Project. The remaining locations are:
    • Ashton Drive and adjacent properties (HU-2) – Anticipate construction contract award October 2012
    • Knottingham Drive and adjacent properties (HU-17) - Anticipate construction contract award October 2012
    • Newton Bridge – Construction in progress, Projected December 2012 completion
    • Ponderosa Drive (CE-37) – Anticipate Preliminary Plan approval in October 2012

  • Remaining Group 2: Drainage Projects; Sandstone Drive, Ponderosa Drive, Greencrest Drive, Riverhill Drive/Colonial Drive sub-projects: To be Continued with SPLOST 2011 program funding
  • Remaining Group 3: Drainage Projects; Glencrest Drive, Crestview Drive, & Marsha Court: To be Continued with SPLOST 2011 program funding
